Congratulations Gasim Ibrahim – Speaker of the Special Majlis by Mohamed Nasheed (Anni) Galolhu ward, Canary-ge MDP spokesperson 2 October 2004 translated by Maldives Culture Gasim Ibrahim www.qasimibrahim.com   During the first and last meeting of the Special Majlis on 19 July, a Speaker for the Special Majlis was being elected according to the constitution. The process of submitting names of candidates for the Speaker’s position was completed. Only the voting remained. There was a disagreement over how the voting process was to be carried out. The time to submit names of candidates for the Speaker expired after the names of two candidates were suggested and seconded. These candidates were one of President Gayyoom’s selected members, Ahmed Zahir, and the elected member for Ari Atoll South, Gasim Ibrahim. Ahmed Zahir is no longer a member of Special Majlis. He has been appointed as the Speaker of the People’s Majlis, so his nomination for the Speaker’s position in the Special Majlis cannot be considered because he does not meet the requirements for the chair. He cannot hold two seats concurrently. The nomination of candidates for the Speaker of the Special Majlis has been completed, and Ahmed Zahir’s nomination is now invalid. There is no reason to hold a vote to elect a candidate. Gasim Ibrahim wins by default. Congratulations Gasim Ibrahim – Speaker of the Special Majlis. Article 68 - Constitution of Maldives: (3) The Speaker of the People’s Majlis shall not be a member of the People’s Majlis. He shall have the qualifications required for the office of a Minister and shall, in the opinion of the President, have the competence to discharge the functions of the office of Speaker. top
